Can someone make me a BRenbot plugin that reports refills in IRC
I asked raven first but he didnt want to help me.
It should be nice if someone else could make it for me !

You could adapt the anti combat refil plug-in so that it doesn't stop the actions at all, it just does an FDSmessage or whatever function it is that writes to the log that brenbot reads. It wouldn't be that hard at all really to do...
