Me and a bud priced out a build using an AMD Phenom 720, ATI 4770, and DDR2 for just under 600 dollars (US) with top quality components. Not the most powerful thing, but he has only a 17" monitor anyways.

You'll want to figure out the size of your monitor/resolution in order to determine how powerful your card is. Multi-core processors like the AMD Phenom's, and Intel Core 2's/i7's are not totally used by games today, so you don't always need the most powerful processor to play new games.

If you check out this forum at 'Hardware Canucks' you'll get an idea of what people are building, and at what prices. It'll also give you some good ideas.
