Not quite, Linux is Open Source, so that, If you know what you're doing, you can modify the system to work better for what you need it for. Its also a free (no $) version of Unix.

HeliumOxid | for a windows user, its a bit difficult to work with linux. i had linux 2 weeks, then i got crazy an installed windows again. for beginners, mandrake linux is very good. i hate, that no *.exe runs in linux. how can i install then games like renegade????

There is no need for an extension like .exe under Linux.
That is what it makes that different and a bit difficult.
Anyway, Renegade won't work under Linux

im bilding a new computer but im not gonna pa 280 for the operaating systemso i was thinking of linux but how would i run stuff like renegade or anything els i wanna use

Yeah one is called WINE but running games through an emulator may not produce good results. Linux tends to be used for servers mainly - Dedicated Game Servers, Webservers, Network Servers, MySQL Databases etc.
