While mildly entertaining, the article is a satire piece. The information it presents is not factual.
Mind you, that doesn't mean that people aren't fucking morons for blaming everything and everyone except the perpetrator for crimes. That part is true.
*sigh*

Remember, kids: illiteracy is cool. If you took the time to read this, you are clearly a loser who will never get laid. You've been warned.

So, a kid kills someone in Texas and says (or the police find out) it was 'motivated' by a computer game, who get's killed?
The parents or the guy who came up with the idea for the game? Or maybe even the person that sold it to him despite the fact that he/she isn't old enough to play it?
Seriously though, why even shift the blame at all? I mean, if it is the parents fault about how they raised them, then what should happen is you teach the kids that do it that it is wrong to do stuff like that, and the start of doing that is to punish them because that's how kids generally learn that something is wrong.
This is a signature. Reading this is wasting your time.

Yah people center on video games way too much. What about the news media which is always portraying disasterous events. Does that not desensitive kids? That and movies and all sorts of things. There are limitless things that can affect someone's personality.

That is the way is should be. Parents shoulds ALWAYS be accountable for what their childern do/play/watch/act out/ect. If they were there wouldn't need to be a decision like that in the first place.
