I always heard about it on here and never knew what it was, so I read it on wikipedia now my fats question is that is it safe and works?

Safe? Depends on what your definition of 'safe' is. Overclocking can shorten the life of your hardware, and if your cooling is insufficient, you can do a lot of damage. Plus, if you aren't sure of voltages, etc, you can fry your computer.
If the overclock is stable, and decent, then yes, you will notice a difference.
However, your Compaq may not be able to be overclocked anyway.

You can always use your bios automated overclocking features stops stupid people from frying there pcs (all new motherboards have them). Overclocking is safe if you know what your doing. You need right amount of cooling and you need to know about the item your trying to over clock before you attempt anything. Overclocking can cause ware and tare on your hardware and decrease's there life time. Always after overclocking stress it to make sure its stable.
I like OCCT to test my cpu and memtest86+ for ram

Those assisted or "Auto" settings aren't the best either. They give more voltage than is necessary, although I understand why it is done in order to ensure stability, but I wouldn't recommend it. Most OEM PCs can't be overclocked anyway.

You have to be smart about it and know what your praticular processor can handle. Some can be over clocked more than others. I run my quad 2.4 at 3.0.

I had a OC project once. Just for the fun and learning.
Celeron 2.0ghz to 3.1 Vcore to 1,95:S (AIR)
And the performance was still miserable.
P4 2.4 @ 3.2 forgot the vcore setting but I think it was default. (AIR)
Performance was better but not noticable ingame, in terms of digits yes.
The Celeron at a Vcore of 1,95v wouldnt live longer then a week at that setting.
The p4 would do just fine, might degrade life setting with 2/3 months. over the normal lifetime of a CPU 10 years?
Most people upgrade every 3 years.
Overclocking is a learning experience, and it could be actually a great hobby.

There's no point to overclocking. The risks FAR outway the benefits. It's more of a nerdy bragging rights thing. Unless you go all out your not going to get much of a performance game at all. I don't know about you guys but I don't walk around in games going, "wow this is running really smooth. Look at the blood spewing out of that guy over there having fun..."
Just play games. Who cares about these minimal performance gains? I'd rather be able to use my computer longer. When I'm playing I could care less about the image quality. That's why I still play renegade.

Why I wanted to see about this since I cant snipe or shoot on ren, my fps is like fucking 30 and every time I try to shoot everyone's like skipping around my screen its not like warping with lag is like my frames freeze every seconds for like half a second and I cant ever even shoot a guy standing still

That's unfortunate. I would consider the following then with your overclocking 'adventure'.
- Does motherboard and/or other peripherals even support overclocking?
- Is the risk of having a dead computer worth it? (Trust me, it could die well before you're even in a position to purchase a new one)
- Would it give you much of a performance boost? (In your case, probably not)

After reading everything I prefer not to fuck with it also since Like I said that I have no money inc my family barely pays the bills so buying a new pc is not on the todo list
