Forget the metal, you need bass. Get some techno and blast it really loud while they are trying to sleep. Or get a game like Dance Dance Revolution, In The Groove, or Stepmania.
The constant thumping of the bass will keep them up at all times of the day

Otherwise, you could try high-frequency background noise. Think CRT noise, only a lot louder. If they can hear it, the sound is guaranteed to drive them absolutely bat shit crazy. To anybody sensitive to that frequency range, it's like a goddamn dog whistle- I can hear a floor above and across the house when the TV in our living room is on, and it is distracting to no end to have a CRT on anywhere nearby when I'm trying to get something done (sleeping, writing, thinking, etc). For that matter, I can't tolerate having a CRT on at all if there isn't some normal sound to mask it.
Experiment a little- find out if they're sensitive. If they are, crank it way, way up at the most inconvenient times. If they're not-terribly-brainy types, they may not ever even figure out what you're doing.
