I have a few questions.
1. If I make a mod for my server, will other player, who dont have the mod, still be able to join the game?
2. How can I for example use the command !rail and then you character will obtain the railgun, is that modding or is that possible on other ways?
3. When I create a map, can other player also join the game and play my map?

1. if you know what can't do, well, players would be able to join a modded server, just keep in mind you can't add everything

2.that is done with scripts, srry, don't know much about that
3.No, they can't, unless they download it (this might be however possible in the further)
Moding can be real Fun...
