There's a nifty program called 'PeerGuardian' which doesn't exactly hide your IP, but it blocks other IP's. For example, if you are filesharing, you could end up downloading from IP's that are actually companies, and organizations that don't want you to fileshare, but PeerGuardian helps prevent (not totally stop) this from happening. You can also have it block IP's from governments, and companies that distribute spyware, and malware. However, it is not a Firewall.
If you are filesharing, I'd recommend it. I don't fileshare, but after trying it out, and seeing that it keeps out connections from universities from China, and institutions from Saudi Arabia, among others, I feel it's a good tool to have running.

You'll have to spend some time configuring, and playing around with the program to truly get the hang of it. It's also in beta, so it is prone to glitches, but I haven't had many problems with it at all. Also, depending on what lists of IP's you download, you can end up blocking, or slowing down your favorite sites, including YouTube. You can allow them back, but it takes some time to do it correctly... so make sure you know what you're doing in the first place.

What you ask doesn't exist. You can use the TOR network to come very close to what you want but only for surfing the web and it'll slow you down a lot. It doesn't exist for p2p.
You can find me in The KOSs2 (TK2) discord while I'm playing. Feel free to come and say hi! TK2 discord

There are very few ways if any to hide your ip address from a server since the ip address is used to send the data back to you.
Imagine trying to send data to a server but a server doesn't know where to send the data after? Lets just place it in the *nix /dev/null
You -> Server -> Huh? No Return Address. /dev/null
However that being said you can use a proxy to hide your identify to a certain extent, being the proxy server knows your ip address but uses the proxys ip address to return the requested data. For a world trip it would look like this:
You -> Proxy -> Server -> Proxy -> You
However adding proxies can seriously slow down your internet capabilities since quite a few proxies are on slow connections.
Don't bother trying with Renegade, without serious TCP/IP knowledge you won't be able to redirect the direct connection made with the game server through hidden connections. netstat -b doesn't work for instance.
Let all your wishes be granted except one, so you will still have something to strieve for.
