Is it possible to change Carnage Club Extreme's music without ppl haveing to re download it, to hear the new music?

Yes it's possible.

Just rename any mp3 so it shares the identical filename as the existing one in the mix, then place it into your Renegade\Data directory.

The filename you'll need is...
