1. They are commands the server has put in place to aid players or administrators in their work. Some are even used to create objects (vehicles), award power ups, etc.
2. Type / in either the F2 or F3 chat and then type the player's name. As soon as you hit space the message box will allow you to private message them.

If you are using WOL(XWIS) you can use /page <playername> <msg> to page someone who is not in the same game as you and you can also use /locate <playername> to find out if a player is logged in and where they are.

Type !help or !commands ingame and the host will page you saying all the command that are avalable for you to use.
