The official answer is this:
A specific portion of the latest release (Rp2 Release Candidate 1.1, aka Rp2 RC1.1)was not quite ready to be released, therefore, until the issue is resolved, we've pulled the latest release.
Should be back sometime soon.

As chief coder of the scripts.dll, I will post the real story.
What basically happened was that the RP2 release candidates were distributing a modified scripts.dll without distributing the source code (which is a license violation). I brought it to the attention of Jerad Grey (who wrote the scripts) and he said that he didnt have the source code to the version that RP2 shipped anymore.
So basically its been taken down until the RP2 guys can build a release thats using a scripts.dll where Jerad has releasable source code.
