You do have a point there.
As for the resources, all the parties involved got their money just and fair. Sure, they hired diggers and welders and the whole lot of them to put the thing together and this took time but they were paid for it. As for how the whole project goes, this is merely a giant webcam of sort instead of acutally a real tunnel with optics. Now that would have been really unnecessary and would have taken a lot longer to build.
The only guy who really stood to lose anything is the artist Paul St. George but he made his great-granfather's dream come true so there must be some sort of personnal feeling of content that is greater than the feeling of losing a couple million pounds.
