Yeah, that'd do great if Reborn actually shipped with any shaders, but it doesn't.
Flipping that checkmark off really does nothing other than disallowing any "custom" shaders from being drawn with should they be registered. It doesn't disable the default, back-compatibility "shader" in shaders.dll, nor will it because if it does get disabled you will only get that leet black screen on starting up Renegade. d3d8.dll provides just enough of an emulation layer for the Direct3D 8 interfaces so that Renegade can load up bhs.dll which then patches in shaders.dll so that something can be drawn on the screen.

It nearly doubles Reborn's FPS on my pc when it's turned off...

Fourth. My vid card is an Nvidia Geforce 6800 GT from Biostar. My only complaint with it, is that it overheats if I play high graphics games too long because the fan sucks.
In conclusion. I have no idea what your problem is.

I wouldn't say a 6800 GT "sucks", especially for Reborn. My secondary PC has a 6800 GS AGP (same thing as the GT minus 4 pixel shaders and 1 vertex shaders, so mine is a tad bit weaker) and it plays Reborn absolutely fine with the game settings maxed, at 1600 x 1200 resolution, and also with 4x AA and 16x AF. About 95% of the time, it maxes out at 66FPS (my secondary PC's monitor's maximum for that resolution). It has 2GB of RAM as of now, but I tried it with 512MB and it made no difference. I don't know what CPU you have though.
