I have this problem *only* with glacier flying. My FPS goes down to about 2. And it is completely unplayable. I'm not exagerating, I have to sit out the whole game until it passes, sometimes it doesnt even pass. I sit there while my computer is lagging, "not connection/interenet lag", "performence/computer lagg".
I see no reason why my computer does this. Every and all the other maps i've played have never ever done this, even ACK's other maps would never do that. For some reason theres somthing wrong with that map because ussualy mid game that happens. I close down all running programs that might have a small small performence eater, same problem. I tried defragging it out, I've tried formatting it out. I really want to be able to play this map without this lagg, Any suggestiongs? 
My computer specs shouldnt be the problem.
Windows XP Home Edition
P4 1.5Ghz
ATI Radeon 8500/LE
768MB RDRAM

Does it happen every time that you play on this map? I tend to have a lower FPS overall on this map compared to others. There are times where I have had a bug that sends my FPS to 1. I have experienced it on Islands, Canyon, and City. I know that others get it from time to time as well. I don't think it happens enough that anyone has looked into fixing it. If it has something to do with the Glacier Flying map only, then it is an issue that I have not seen or heard of till now, but it sounds much simmilar to what has happened to me only about 3 times in the year that I have been playing Renegade. I have no sugestions at this time, eecept this: Try hosting a 1 person server game with this map only and see if it happens to you. This may tell you if it is the server host, or your computer freaking out. I would not rule out that it is a problem with this map except that I have not heard of anyone with this problem. Sorry! Wish I could be of more help.

Don't feel alone, see my specs below. I have the exact same problem and it only happens on Glacier.
Really sucks, because I like the map...
