It's actually "I Deslike you" and I remember the post. It was in the mod forum where some guy was making a mod for C&C Canyon that gave GDI the Nod extras and vice verso so each team had all of the extras. The only thing bout this mod was that it was 125MB in size ... for the ONE map ... zipped up in a ZIP archive .. And you had to wait in a 2 hour fileplanet que to download the file.
A load of flaming takes place then ACK says something like "STFU N00B" and he replys with what you hear in that MP3. There is actually a flash version with the writing of it and also the post is around somewhere. By the way it's DJLaptops voice in the speech if you didn't know. It was funny at the time if you read the post.
