I ran 2x 8800GTS's, Q6600 Quad etc on a 550watt antec SLI certified PSU. The wattage measurement isn't always exactly right, rather you should be looking at the 12v rails as mentioned above.
Although I have upgraded to a 1000w psu because I have done some overclocking.
The 9600GT is entry level for the next 9 series to compete with ATI atm. ATI is currently leading the high end market until the 9800GTX/Ultras come out, which will be awesome.
