Did you change your scripts.dll to an older version, or a different version?
I once experianced a really low FPS with one release (it was patched and a new one was shipped in a day or two). But I know there are some releases that screw your FPS.

Hm... He reinstalled Renegade and I told him to to upgrade to 3.4.4 (he was using 3.4.4 during this lag thing, at least I have told him to upgrade before).
If I'm not wrong he has a 7600GS and a 2.4ghz Intel Processor.
The comp is quite new as he bought it around the time I did (End of May this year).
I asked him to check everything and he said he was able to run A Path Beyond at normal frame rates.

And yes, I can run APB with everything turned to the max with around 50-60 fps.

Try typing "client" after pressing F8, what it does is it tells your client to NOT process people's data that are off screen. So you get less FPS lag.
EDIT: Typo

Run in windowed mode with task manager opened and sorted on cpu usage. Check what is taking your cpu cycles.
Also, did u try running game.exe (or game2.exe if u have RG) on higher priority?
