Looking at this, if they see the need to throw in a PUBLIC mode of communication to resolve a personal issue, then that leads me to one of the following conclusions:

-Bat is schizophrenic and his "brother" is another part of his mind
-Bat and Sniper are on in the same person, only arguing with himself as two different people publicly so it seems as if there really is a problem to be looked into
-They are just trying to kill two birds with one stone being that no one would believe that they had this argument if it wasn't made public.
