For the price of a laptop you can get a bitch'in desktop computer. I wouldn't suggest that you build one with your current level of knowledge about computers so look at pre-built ones. As that goes I haven't bought a pre-built in a long time but I would guess that newegg is good for that too.
My laptop cost $2,600 but for a grand less you can get something like this: http://www.newegg.com/Product/Product.aspx?Item=N82E16883227017
I couldn't personally vouch for the i-buy brand but you can see what you can get for half the price of a laptop.

I don't think you are talking about your fps. That is frames per second, do you mean the amount of memory it can use? If that is what you mean, remember it uses your system memory for that. Having it use more isn't going to improve your gaming performance on that thing.

Since yours is integrated, the higher you have it set to, the more system memory it uses just for itself. That means there is less for your computer to use, which means less the game can use. Since you are using Vista and the requirements for that alone is 512mb of Ram, if you use up too much, you will have some issues.

Your CPU needs memory to read/write to to run anything, your video card does the same. A high-graphics video game will require a lot of memory to run. The CPU has your system RAM and your video card has its own memory to work with the graphics. In your case the Video and CPU are using the same memory and a the video can slow your game to a halt because your CPU doesn't have enough ram to do the job properly and visa versa.
