No, it wouldn't show anything if you don't have memmory the motherboard will make some noise, or most likly beeps.

If it has a p4/24pin atx then you can just attach the motherboard to it and leave the new PSU just for GFX

That's odd, ask someone on EVGA forums, as Im sure a tech there knows what it means

I have the board and everything layed out on my desk on top of an anti-static bag and have been starting it with a screwdriver for tests.

It could be just a DOA.. everything can be broke even new stuff.

You could test it by using the 300Watt for motherboard ( if it has a P4 connector, connect it) and make the new PSU run the Graphics. Do this by connecting the black and green wire on the psu.
