My friend and I have just installed Renegade (he's had experience with it before, but he needed to get a new CD for it). He hosted a server with Westwood, I try to join it, it says it's negotiating port with server, and it comes up with one of two errors:
Operation timed out.
Firewall port negotiation timed out.
We've tried everything we know of related to ports and firewalls, but nothing's working apparently. However, we are both able to join other servers without any problem.
Any help would be appreciated.

It's a router port forward problem of the person hosting the server. You're probably not hosting a dedicated server, hence you cannot set the port to use. Look in the stickies in win32fds or renegade client, I think there's one with the standard ports.
If you don't mind about opening all your ports, then you can always put your router in DMZ (demilitarized zone) but this implies some security holes.
