CarrierII was on the right track. Windows XP, by default, has 32-bit addressing for Logical Block (LBA). This limits the maximum HDD space to 127GB, like you're seeing. In SP1 and higher, it's increased to 48-bit. If you're on a bare Windows XP installation, as you said you are, update to SP1 or higher (you should have done this anyway). This should most likely do the trick, so see if it does.

If not, I'm afraid cat998 is right in that your motherboard's BIOS is too old. Update it if possible. If not, they do make PCI IDE cards that you can get as a workaround.
