Forward your ports to 4848 on your router, and turn dmz on, turn all firewalls on the router off...there you go.

If you turn DMZ on, it forwards ALL ports to your computer. No need to manually forward the ports.

Recruit
a router is like a adapter for a computer.

All I can say I had a problem like this with my server...

If you dont know basic port forwarding and network mantinence, your server will be at 0 players 24/7, mine was always dead until i realised people had port errors, after forwarding the port, my server had players in it during the day (usually 4-5 people at a time) but hey it's not bad....4-5 is better than 0 lols.

svchost is fine, make sure it isnt scvhost it took me 2 weeks to find out how to kill scvhost because it is a virus, you cant turn off svchost and it has nothing to do with renegade ports, you obviously didnt forward your ports and thats why 80% of the time you cant join some servers.

svchost has nothing to do with port forwarding though or anything about the internet, it's a registry checking file that tells the registry to load vertain programs when windows starts up/logs on.

Learn how to use a computer, how to spell, and grammar.
