Take your pick. In the renegade moding comunity we use basicly 2 series of programs for 3d modeling.
The first being gmax, renegade gamepack enabled.
It supports a wide variety of renegade specific tools. But, it isn't as powerful as 3ds max.
Get it and the gamepack with instructions on how to install at

The second primary program is 3ds max. we use versions 7 and 8 because they are the only ones, thus far to support our tools. This program is more powerful then gmax, but some of the tools aren't the greatest.
You can get a trial of version 8 somewhere on the net. Or you can obtain version 7 "by other means".
