Few questions:
1. Why is the BlazeRegulator website offline?
2. Why doesn't BlazeRegulator 1.5 work with my server anymore?
3. Why can other servers still use BlazeRegulator?
4. What's wrong with it, so that it's offline?

If you mean BR.net, it used to be hosted on BeaconPedestal, which went offline a while back, for unknown reasons. The original creator of that site has not been around the community for a while. BR.net has not been updated in a long time, although I heard there was a revival in the works a while ago.

If you mean BRenBot, that is still in active development, and it's website is not offline, just needs updating with the latest version of BRenBot.
