On some servers, there is. For exemple on the server my clan hosts (see my siggy), you can type "!bind" in teamchat and your vehicle will be bound to you. If someone else gets in, you can do "!vkick" to get them out of your vehicle.
On other servers, you can sometimes also do "!bl" (meaning "bind lock") which will bind and lock your vehicle. I would not advise you to do so because sometimes a teammate might get in your vehicle to save you (for exemple driving an enemy over that is about to get in).
