I have been looking up a map editor for hours and all I found was a bunch of patches for renegade! Can someone tell me what program to use to make maps? Dont Get It

Ok, I have the tools, but the tutorial for them make absolute no sense! Can someone tell me how to make maps, or at least give a link to a tutorial?
