i saw in my friends server that when u got a stealth cr8 u veh was stealthed also
what i wana no is if there is a way to turn this on or off
cuz it doesnt happen in my server and we both run night reg
and also is there a way to change the cr8 spawn time

It's part of the SSAOW package. You need to change the options in server2.ini or ssaow.ini in the Renegade/FDS Directory

| What he REALLY meant was... |
In a friend's server, I noticed that if you picked up a Stealth Suit crate, your vehicle(if you have one) also becomes Stealthed the moment you step in to it. Is tthere a way to toggle this on and off, as this doesn't happen in either of our servers, despite the fact we run NightRegulator.
Also, is there a way to increase or decrease the amount of time it takes to spawn a new crate on any given map?

Under the crates section there will be called something along the lines of stealth. Change the number and make sure the rest add up to 100
Let all your wishes be granted except one, so you will still have something to strieve for.
