what ladders (or servers?) are the most people on and best for a newb such as myself? any special connection tools or anything i need to get onto these ladders?

What kind of ladders are you talking about?
There are a few ladders that I know of.
There is the default Westwood ladder. To use it, you just got to play a game on westwood on a laddered server.
There is the Gamespy Arena ladder. You have to have a GameSpy ID for than and sign up quickly.
There is the clanwars.cc ladder. I don't use it myself, so I dont know much of anything about it.
And lastly, there are individual server ladders such as RenStat.
Now which one are you talking about?

i was just wondering what ones had the most people, id prefer the standard WOL one (does that work with full functionability?) unlike on Yuri where everyone has ladderhacks and the ladders are ruined. Id rather play on WOL ladders
