Is possible to make a server that's regulated by a different bot than BRenBot half RenGuard protected?

Yes, it's possible, but you'll have to make it yourself. I'm sure mac can provide you with some info on how to communicate with the ServServ.

Then now my question turns to, is there a certain language that it HAS to be written in?

And are there any official resources that could be used to accomplish this?

It can be written in every language...

It just has be able to read the gamelog from the server and
to communicate with the server via udp.

When people ask me "Plz" just because it's shorter than "Please" I feel perfectly justified to answer "No" because it's shorter then "Yes"

NGSGuard (a mIRC regulation bot made by zeroverve)

Mainly a geared towards CTF since that's what the main server mode is.
