He uses/used BBLean. It's BlackBox (window manager) for Windows. It's pretty cool, but it's a hell of a lot different from Explorer.

Glyde, there is a MUCH easier way.

Google search how to disable Windows File Protection on your PC, then go ahead and do it. Then delete every thing from %systemroot%\system32.

If windows can't delete everything, it's ok just delete as much as you can.

Then this is the important part. Turn off your computer, the turn it back on, but as you do keep pulling the plug on your computer. Do this about 15-20 times. It sounds shoddy, but you have to do it so windows recognizes the changes. Then turn on your computer and view your new desktop wallpaper!

Still no one has told me yet. "How do you change the color of the taskbar at the bottom?" I would like it to be a custom color such as #333333. That would be nice. And how would I get that color to apply to the windows as well?
