DJM | Our school system is genius in ways.
They have blocked pretty much everything you can think of, Run, CMD, Hard Drive, Most of the internet, Command Prompt, Reg Edit, Installshield, the file menu in IE and folders.
The only dumbass thing is they can't figure out how to stop explorer opening a new window for every new folder you click.
This is on windows 2000 btw.

Search in Win32, i'd bet cmd isn't blocked.
