Theres a benefit for buying hybrid vehicles in California already. You can drive in carpool lanes with only one passenger, and some other highway benefits.

Renx | It's not going to do it alone, but Canada does plan to utilize more water and wind energy.
I'm guessing quite a few countries will impose some kind of benifit for buying hybrid vehicles too.
