Any finger prints, dust, dirt, smudges, or anything of that sort, if so, take a piece of toilet paper, wet it with warm water, and wipe the smudges of by gently rubbing from the inside of the CD outwards, do not rub side to side, just front and back. Not sure if that could be helpful to you or not, but it's worked for me before.

So apparently somehow the game cannot read the mission poperly. Did you make any modification to the game files on your hard drive?
Otherwise I think your disc is indeed faulty, maybe it suffered from sunlight or something?

Have you successfully played C&C from those discs before?
Faulty disc is all I can make of it, although you could always try reinstalling the game.

You needed to install it in compatibility mode, run the setup.exe file in compat mode.. I had the same problem. Stil can't get covert ops to work though.
