Find the loadscreen_cnc#.dds (may differ slightly,) combine them all into a 1024x1024 file, edit, split into 4 again, save as dds files and place them in your mod/data folder. Be sure to get the DXT format to match, as I can't remember what it was.

I've never heard to that extention...

Yup. Its nVidia DXT texture compression format. nVidia do have a plugin for photoshop and an converter for you to convert the DDS(DXT) format to TGA (Truevision Targa) format.
