Have you blown up the Apache outside yet?? If you have, just go in the door on the upper deck outside and follow the stairs upwards. If not, go all the way from the rear of the ship where the prisoners are, to the front, you will pass the submarine in the process. Carefull though, black hand elite are all over near the captain, and the are dang good.
