The message on top of the screen is giving you a tip for when you are playing on the internet.
Personaly, I don't play the practice to much, its really easy to blow the enemy's base up in a couple of minutes.

I set up a lan game. The other computer can see and click on my game but the game won't let him join and visa versa for me to him. I have tcp/ip, Ipx/spx installed and I don't know what to do cause I can play other lan games like ra

Go back to where you found Gunner, the pill-box place. Head to the house behind him with powerups, theres a stair inside. Go through it. Everything else should be self-explanatory after that...
