i think it was to fullfill a campaign promise by the president while he was running for office: "and if i'm elected, i promise an orca in every garage!".. no wait, politicians never keep their campaign promises. what was i thinking!? lol...

Politicians do keep their promises (well some of them do) example George Bush SR. stated "Read my lips - no new taxes." And there were no new taxes...he just raised the old ones.
